I've reminded Gloucester City Council of this again for about the fourth time this morning, a complaint that goes back to at least September 30th of last year. They would prefer me to use their arcane complaints process, but I believe, from previous incidences, that email is a perfectly good medium for a complaint. The public can decide for themselves. All the required information is in there, but the 'Cliff Notes' are that disabled spaces, I believe, were deliberately laid down, on both sides of the junction leading from Derby Rd into Hethersett Rd, to leave insufficient parking room between either bay and the DYLs at the junction, to provide a 'dodgy pretext' to remove more DYLs, despite a previous comprehensive review of DYLs in the ward that Sajid Patel spearheaded pushing back all DYLs as far as they could safely be pushed. There is no reasonable excuse for the location of the disabled spaces. They aren't outside anyone's front door, and in fact, the people using one of them live, not on Hethersett Rd, but on the other side of Derby Rd, where a disabled space could have been placed just as easily. An explanation for this will be required, and whether Sajid Patel was also instrumental in getting the spaces put in those particular spots in the first place, as well as asking the council to 'look at the issues in Hethersett Road which had been caused by [their] installation'.
Anyone who would like to look through the email exchange below is welcome to, but it's not compulsory...

Given that it is a city councillor involved in a transparent conspiracy with Amey staff to 'necessitate' the removal of more double yellow lines in an area where, at his own urgent behest, such lines had already been cut back as much as was safe, in a ward wide parking review a few years back, I assume I should take my complaint about Sajid Patel to the city council, not the county's?
Amey just this afternoon confirmed via Twitter that they wouldn't rule out further 'accidental' leaving of unusable metre long 'spaces' next to new disabled spaces that would then 'justify' further DYL removal/blacking. I want a commitment to leaving remaining DYLs in the ward alone, instead of creating dodgy pretexts to steal them. Especially as one of the disabled spaces referred to below isn't even used by someone living on Hethersett Road They live on the other side of Derby Rd, at 37, making the siting of the spaces even more transparently dishonest, and done for the benefit of Sajid Patel's cronies in this area.
And most evenings, employees of either council, and Amey, can confirm that the two extra spaces don't stop these hapless 'residents', on Derby Road or Hethersett Rd, from risking parking tickets. Give them another metre, and they still take more. Will you let them?

They're obviously finding it a lot easier to park legally now... (see pictures, which is fairly typical, and things can be a lot worse).

I'd specifically like to know where the impetus for these additonal alterations came from?

There have been no amendments to the Traffic Regulation Order for No Waiting At
Any Time (double yellow lines) on Hethersett Road since 2010 when the wide area
review took place. Our highway teams have recently been to this site to refresh the
black out lines as the original double yellow lines were beginning to show through
near the junction with Derby Road (a stretch of double yellow lines was removed in
2010).
Gloucestershire County Council has not withheld any information in relation to this
request under the exemptions of the Freedom of Information Act 2000 (FoIA).
If you are unhappy with my response, you can complain or ask for a review of your
request by writing to us within 40 working days of receiving this response.
Gloucestershire County Council therefore did withheld information in relation to this request, about the extension of the blacked out area, and the person requesting that extension, and still I am not being told the identity of the councillor (or indeed the Local Highway Manager, would it be Sally Godwin, by any chance?)
So, can Gloucestershire County Council now provide a full and proper response to my FoI request?
And surely the 'sensible and cost effective' solution would have been to not leave a gap that was too small to park in between the disabled markings and the beginning of the DYLs? Otherwise, it looks like this was done deliberately to 'justify' such an encroachment. As I mentioned in my request, the review which left those DYLs terminating at that particular spot was exhaustive, so whose judgement now says differently?

Thank you for your correspondence which has been passed to us to respond by GCC complaints.
We have spoken with the Local Highway Manager and she explained that a request had been received from a local Councillor to look at the issues in Hethersett Road which had been caused by the installation of 2 disabled bays. The issue was that the length of available parking left in situ was not long enough for an average sized car. These spaces resulted in residents being issued with parking tickets and as Barton and Tredworth is very limited for parking we looked at what we could legally do to address the concerns.
The most sensible and cost effective way of improving the situation for residents was to remove a small section of double yellow lines to enable legal parking.
The current TRO has not been affected as it is map based, this allows a small bit of discretion to be used for cases such as these, whereby it makes sense to remove a short section of double yellow line.
I trust you agree that this is a satisfactory conclusion and that there are now 2 legal parking spaces. Residents are happy with the end result as they no longer have to risk getting a parking fine.
