In case my comment gets moderated (it shouldn't, but less pointed remarks about Gloucester Live (formerly The Citizen) have been)... While I don't follow all the jargon, those seem like fair points. What I'd be wondering is how Excel Parking can have all the evidence to impose a fine, but it falls short on any information that might prove the fine unjustified. Except that it's no real mystery, these companies are all about making money, not fair decisions. While the motorist can often be chiefly at fault in these situations, I hope this woman gets plenty of support (in Devon) to challenge this, so that the bogus bailiffs who undoubtedly exist stop getting everything their own way. And I'm throwing this in from another article (about Justin Butler resigning from his cabinet position), in case that goes... Who were the other two that resigned? A thoroughly researched article would surely include that information? As far as I'm are, Justin Hudson's only accomplishment has been to have the alley way next his bar gated, to suit himself and no-one else. So punters are still urinating in the street, just not within sniffing distance of Butler's.
