Though I've pretty much given up on holding our authorities to account for their laziness, I've made the following complaint, and am posting it so it's seen to have been made. What may come of it i neither kno nor care.

Since the city council didn't respond to either of my tweets below, the original and/or its follow up, this is a complaint, now.

Your recycling crews seem divided over whether tetrapaks belong in the blue bags with the cardboard, or the ordinary green bins. Could you clarify, and make sure they are aware?

The complaint, specifically, is that last Friday, your recycling crew left a piece of cardboard taken from my blue bag on the pavement. This is not unusual, but when I challenged them over this, I was told that when a blue bag is so full of cardboard that the flap cannot be closed, the crew are not obliged to collect the cardboard.
This is not, however, the answer to the question, 'why have you dropped that cardboard on the pavement?'. It is the answer to the question, 'why have you not collected my cardboard?', when my cardboard was in fact collected, as is most residents' cardboard, despite the bags being much too small for the flaps to be closed in most cases.
If there is a guideline for recycling crews outlining circumstances in which it is permissible for the crews to drop cardboard (or plastic, tins or anything else) on the pavement/road and fail to pick it up, can you point it out to me? Otherwise, can you ensure that your crews stop littering our roads, and that you apply the guidelines consistently?
